When a beginner asks which character they should use to win, the first one that comes to mind is Honda.
In beginner-level matches, he gives you a clear advantage. Just by repeatedly using certain moves, you can easily overwhelm another beginner. (Of course, as players get more skilled, they learn how to deal with his moves, so this stops working.)

There’s a reason Japanese SF pros recommend Honda to beginners when someone says “winning is the most important thing”—though they usually add a warning like “you might lose friends.” In fact, some new players end up quitting the game because they hate fighting Honda so much at low ranks.

Blanka also shines in beginner brackets thanks to his tricky movement, but he’s not nearly as frustrating to fight as Honda. (I think his moves are easier for beginners to deal with compared to Honda’s.)

The way I would put it is that most characters you can somewhat effectively deal with by just "playing Street Fighter" (fuck JP by the way) to the point the other player needs some understanding of your options and what you're going to do before they can run gimmicks on you.
