Honestly I wish we could have more intellectual conversations about what the true nature of vtubing actually is because it's still a very new medium. Personally I don't consider Peanut a vtuber but that's mainly because his avatar isn't really designed to be visually engaging in the same way even an amateur Live2D is. He is functionally a regular streamer wearing a creative costume, which doesn't disqualify him from being recognized as a vtuber, more so that it means we have to redefine the term itself.

There's a theory that anime characters have exaggerated faces simply because artists can't trust that subtle movements would be understood by the viewer. So a good vtuber has to be expressive enough to feel real while also operating like a "mask" for the person behind it. Peanut isn't really wearing a mask, because there's no confusion about what emotion he's trying to convey at any given moment.
