They're extremely vulnerable until then. Furthermore, cats are very stealthy and a bird's flight has a certain start-up delay, so if a cat gets within striking range of a bird that's on the ground in order to feed and/or hunt there's a decent chance of the cat scoring a kill.

Humanity supporting cats by protecting them from threats and supporting them far past their natural lifespans as well as providing food for even the shittier ones is greatly increasing cats's numbers and putting a lot more pressure on birds as a side effect.
