This is what happens when companies go public. They hire a bunch of people, start multiple new projects that detract from their core competencies, and slowly bleed themselves to death through mismanagement. Japanese management can label job responsibility however they want but Cover has over 800 employees. They hired over 400 of those employees since they started development on HoloEarth. My guess is there are 100 to 200 employees that are working on HoloEarth. Yagoo will never admit that Hololive is burning that much money on a Metaverse game but game development can quickly bloat. That would explain the contradiction of the massive increase of employees but talents are still doing work that should be handled by management.

Nothing, many of them are probably nepo hire. If you've worked in a big company, you'll meet a lot of those types. This happens a lot when a company gets acquired or receives funding from external party, you're forced to do these unnecessary hiring. Dozens of managers and C-suites join your company out of nowhere. They know you're loaded with cash after getting some investment from VC, so they (the VCs or C-suites from the company who acquires you) are gonna bring their friends, families, etc to join your company. You're forced to become a host for these parasites.
