Given that cover seems to be going all in on idol stuff and letting streaming fall by the wayside? Yeah, hiring ex-idols or anyone with some desire to be on stage is probably the way to go.
I can't say I really blame them for it either, the huge influx of indies has meant that the streamer market is hugely competitive now but lives and concerts are still a relatively untapped market as is much harder for indies to do that sort of thing. The transition has been unwieldy but it's clear what the goal is.

While these are ideal vtubers, the problem is that there are a limited number of viewers who are looking for this sort of vtuber and a limited amount of money to go around and all you're doing is moving that money around or splitting it between the vtubers. This is why Hololive hires different types of women to cater to other less ideal demographics. Making the most money here is all about catering to as many different paying demographics as possible and that includes trashy demographics who have money but no interest in anime or otaku culture.
