Another thing is they generally have the characters for the gens pre-made and pre-designed with intended lore and personalities and try to match up suitable accepted girls with a model. They (seemingly depending on gen) get some level of input/feedback to make some tweaks to the model/lore etc but they can't do a full redo of her, just some tweaks here and there. Or they might even get almost no ability to change things, depends on several factors I think including what the artist was willing to go back and alter.So yeah that is why I say half a year. They could have basically everyone picked already and yet it would still take months until they actually appeared, unless the announcement was a scam or they just needed 1-2 more to round off girls they already scouted themselves.
