Basically everyone who isn't Miko is participating, it's mostly her friends as guests. It may be that says bad things about their character but it mostly reflects badly on Flare, Marine and Noel. They have their own relationships with Miko, not every segment includes all of Gen 3, they generally all have personal segments, one of them could have included Miko in something where Pekora is not there. That said, since this is them trying to steal Mikkorone, maybe it's fitting Miko isn't there but given one of the segments has Gamers, they clearly would have had Korone if she were available and she'd have said yes, so she only comes out looking clean here by accident.
