I just checked her outfit reveal stream and she said she was inspired by
-Aoi's camping outfit from Princess Connect
-Leona from King of Fighters
-Closure from Arknights
The hair is a different color because she wanted a side ponytail and didn't want to look too much like Flandre Scarlet
So despite how it looks the concept didn't have anything to do with Metal Gear, it was just a happy coincidence
