After June, the overwhelming majority of Ceci's streams are solo streams. I think the issue is not the amount but the content itself, the CCGG collabs are often longer and Ceci seems to be of better mood in those, but that's hardly important in terms of cold numbers.

I think my ideal ratio would be something like:

collabs fairly evenly split, with a natural bias towards her genmates (and of course not "forcing" collabs just for the sake of the ratio, if the 1:1 chemistry just isn't there).

It would be extremely uneconomical for Cover to have enough apartments to house all girls at the same time. The apartments would be empty most of the time, and space isn't cheap in Japan. Most likely they only have a limited number of spots, and with preparations for fes ramping up, those probably are in high demand.
With Cover being a Japanese company, I would not be surprised if priority went by seniority, so it's entirely possible Ceci and Gigi had to settle for one of the less desirable options or had to go for an airbnb or similar instead.

And if she and Gigi are currently at some place Cover only rents occasionally, that could be an explanation for shitty internet: Regular people generally do not care too much about upload speed, so fixing it isn't the highest priority for a hypothetical landlord. Regular tenants probably wouldn't even notice if one of the routers in the building has problems as long as download speed is somewhat okay.
