I think what happened to him was unfortunate and was due to a massive lack of resources and training for ICE members. But he is also equal to blame as if he had not previously been violent to law enforcement they wouldn't have been on high alert about him thus less likely to pull the trigger on him after hearing someone yell out "Gun, gun, gun!". In addition, his own actions of actively trying to impede law enforcement is what started the altercation. They did not seek him out for execution.
