First of all she's dating the owner of prodYakkai, and those guys have done event production for a lot of vtuber cons and they're the ones who have been doing event production for Phase and they're the ones doing Phasecon. Secondly, she has a lot of connections in the cosplayer sphere and has been actively trying to whitewash Phase's past reputation in order to assuage fears that by cosplaying a phase girl a cosplayer might be associating themselves with a controversial company. These are all things that PC has been investing in heavily over the past couple years, presumably to try to break out of the "chud vtuber corpo" image they had been known for, and gumbun has been one of their key people in that, so yes she 100% carries influence in the company.
