This culminated in the holoCN members plotting against the company along with their chinese managers, and after this was found out, the entire chinese branch of hololive was dissolved and they were all graduated.The chinese mass reported the holos channels and they harassed Coco into eventually graduating. Even after they got their "demand" they turned their attention to Fubuki. This was a huge fucking problem back then and it's why everyone one this board from back then hates the chinese. I really can't fully explain just how bad it was and how awful they acted and how coordinated they were in their bug tactics.During this period, the holos had to start putting their channels in sub-only and even member-only mode. Fubuki had to keep it that way even after Coco left for over a year. It was during this period that Cover gave all of them a list of topics to avoid, like Taiwan, anything Chinese, Senkaku islands, etc. More sneaky chinese were pretending to be Japanese to get the holos to say certain words, after which, other chinese from the NGA forum would stir up nationalistic hatred against the holos that said it. And the raids and brigading would continue. So this sentence that OP pointed out was a measure to try avoid sensitive topics at that time.
