Some people fall off, but this happens just as often for people grinding steadily away as more erratic ones. Vtubers specifically cultivate fans that buy merch, so even one that has barely streamed can realistically approach a company like the soap one with good projected sales.
I've always wondered why you can't report posts for breaking board specific rules. If it's a board rule, specified by the website itself, you should be able to single the report down to that rule.

Pre-VTubers GamerSupps used to do this a lot, they aimed for big targets (TT, RussianBadger, OTK) and then they used that to aim at close audiences that were involved (Sydsnap, Heavenly, etc) which in their own might not have the same fame, but they have a niche audience that borders the one that's popular.In this case, with Schmelon being popular, GEEGA has a pull to say "oh yeah you can benefit from working with them" and that gives the courage to work with said people, and since vtubers tend to be incredibly profitable to work with, it works really well for everyone. It also helps that Froot is an artist, so they don't have to split it off with a commissioned artist.
