The fact that it doesnt latch onto a channel and always appear for Holos and only shows up in very specific circumstances leads me to believe the engine is manually applied. Random streams like chatting or vr chat, or even things like events do not get it. Just look at Nimi yesterday, she did a short stream and it didn't look engined, it stopped inclining an hour in just like normal streams do. I think it manually applied to a stream with a target CCV.
