Considering averages fluctuate widely, all the way down to 100 is reasonable. The minimal requirement however is being Twitch partner or the YouTube equivalent in numbers.

it's a reference to racist laws and measures, in which people had less access to public facilities if their skin tone wasn't pale enough. the intention of the image is most likely an attempt at being edgy, by trying to express that liggers are like people with strong skin tones, who they deem as inferior.
