If you wait for the model, it will likely be outdated, if you ever get it at all, and then if you ever want to get say a new outfit or something for the model the artist will 100% do this again to you. If after you request the refund they deny it, go above their head and charge back, and if they come back at you keep the receipts you've been ghosted for 2 years. If you absolutely want to keep the commission you can do that, but don't bank on seeing it and don't let it hold up any future plans.
