Streams are profitable, they cost cover almost nothing, debuts cost money, but it's been long enough since the last batch that it's not really relevant anymore. If they don't sell enough to hog company resources, but they do make enough to keep them in the company, it would be unnecessary to simply close off the branch like they did with HoloCHANG. So this was probably Yagoo's compromise, let's not close the branch, but focus the studio/staff work on Hololive. And shareholders would think this is reasonable enough.
