It's partly/mostly based upon fan votes and he marshalled his audience into hate-voting him into the lead. Yes, he doesn't consider himself a vtuber. Yes, his fans don't watch vtubers. This was a giant middle finger to the awards and the organizers were too stupid to stop it.
