Here's some real advice

Build a small, self-consistent world around your vtuber. You don't have get into full world building, but flesh out the things immediately relevant to your character. Understand the environment you stream from, any characters that you might interact with semi-often (mascots, tts vehicles, etc), and such. Use these to flesh out your streams and your vibe.

Learn some stream automation software in order to do some more advanced things. The less time you have to spend fiddling with things manually in order to complete a common action, the better. Similarly, the less you have to rely on something outside of your control (streamelements, for example) the better.
This also allows you to do more abstract/involved stream ideas. See shindigs for some examples.

Learn a video editing software and spend a day or two a week, if possible, editing your vods into shorts and edited videos. Raw vods tend to do poorly on YouTube. Watch some videos on how more popular/professional people do it, and try to put your own personal spin on it.

Find Vtubers whose content you enjoy. Treat them with respect and, if/when approaching people for Collabs, come to them with a plan (hey, do you wanna do X together on Y date at Z time? I'm a bit flexible on date and time, so if something else works better I'm open to trying to work things out!)

The fencesitting answer would be that it depends. The truth is, the more you can dedicate yourself to it, the easier it will be and the less you will have to worry about it later on!
If you have a good understanding of how to connect with people, you also don't really have to dedicate much time. But if you have to both learn how to network and do it, then you might need to... I'm trying not to give so many numbers so as not to intimidate, nor to make it too "this is how things are" when in reality it might be different, but let's say that you might need to spend 6 hours per week normally, and if you are very good at it like I said before, just 3 or less hours are good enough.
Also, a factor like your general likeability and popularity has quite an important role in this, if you are something like a 2view or even more a 3view sometimes you just have to drop by some streams to get people interested in networking with you, which also comes with the fact that you might need to learn how to deal with people who wants to use you for your numbers and similar, but that isn't so complicated
But simply put, you should give yourself one or two hours every day when you are starting; then, as you get friends and collab partners you can rely on, this will be reduced to almost no time networking. And, if the question is for how long you need to, I would say just until you can have what I already mentioned, once you find your group and all of that, you can calm down with the networking!
But, as a little extra, you should not really stop networking just because you have a bunch of pals who you can rely on...

Generally networking helps those in your network as well. Most job hires aren't directly nepo hires. It's most often hiring based on the recommendation of a friend of a friend. Same principle applies in content creation.
