Trial and error. I'm not an expert and really only use HandBrake for occasional memery and shrinking file sizes at work. Average Bitrate makes it easier to hit a specific file size limit, but I did a few encoding runs to find that Constant Quality 62 (two pass) would yield similar results in 5.7MB. But as they say; unused data is wasted data.
Video encoding settings were as follows: VP9, framerate same as source, average bitrate 255kbps, two pass encoding (HandBrake uses a turbo first pass), and the encoder preset at the slowest setting to eke out as much "quality" as possible at the cost of a huge time penalty. Though with all the fine detail and motion it still ends up blocky and smearing a lot of the time. Dropping the framerate as the earlier video did doesn't appear to be a bad strategy either since it's not noticeable without a direct comparison. And even then it's difficult to see.

I'll add that I'm open to suggestions for improvements because as stated I'm not in any way an expert in this field.

nta but I never tried Handbrake before, I just use Webm for Bakas, and using the hardware encoding option it converts videos in only a few seconds instead of minutes (when using the convert to mp4 option).

I tried handbrake and it looks like you can definitely get much more band for your buck. But not being able to specify a maximum size is a bit of a pain, you have too keep messing around with the settings trying to determine just the right bitrate for your video. Still good to know this exists though, in case I ever do want to squeeze a big webm into a video without worrying about it having horrible quality

It's a GUI frontend for FFmpeg just like WebM for Retards. I'd assume HandBrake exposes more options to the user as I've never used the latter.

A maximum file size is similar to setting a bitrate that will yield that same final value. But the encoder doesn't know exactly how big the file will be when it starts the process. So it will likely end up undershooting to safely stay below the desired value. 6 megabytes is 42,000 kilobits. So divide that by the number of seconds and you have your approximate bitrate in kbps. Yes, you risk overshooting and having to run it again. But it should be pretty close.

I can't help but chime in when webm making is discussed. handbrake is a good gui but there are some shortcomings that annoyed me enough to make my own ffmpeg wrapper script. It's quite easy to use, it performs the size calculations for you, and by default it selects settings that generally look better than handbrake at a slight encoding speed cost.
