Yes. Local models run locally, in inference mode there's no active connection to the internet unless you're talking about an LLM that does a web search or something like that.

Neural networks are basically the definition of fake it till you make it, so theoretically if you have the right reward structure and enough truth data to train on and enough compute power, it'll learn how to do it.
Criticisms of things like "X image model doesn't get lighting right" are like saying your dog can't sit. Of course it can't do it if you never trained it to.

It all depends on what you're trying to do, of course. I can have my home computer bang out images in a mere 20 seconds, and it can do videos in a few minutes. Definitely don't have the top of the line stuff either. Hell, certain things like image identification can be done with a very old and cheap CPU. For the most part, all more money buys is more speed. We've had the knowledge to do all this stuff for quite awhile, but now hardware is fast enough to make it not suck.

There are 2 basic kinds, TTS that's realtime and TTS with zero shot voice cloning. Usually for roleplay with LLMs people want faster feedback and run a fast TTS through RVC. Kokoro and Coqui-TTS fit into this category.

Zero-shot voice cloners are useful if you're producing something and can wait 30-60 seconds and don't mind rerolling. I've used most of the TTS linked in the OP and they each have their quirks, but I would try CosyVoice, chatterbox, and index-tts.
