If someone is uncooperative, the cop only has two options: walk away or use force. We have no idea what happened before this and why the cop was there in the first place, so we have no idea if walking away was an option. Assuming it was not an option, the options for force are hands, baton, or taser. Hands are not generally an option when the cop is alone, so that leaves either taser or good old fashioned hickory ass-whoopin. Taser seems like the less dangerous option.
