Thus, France would be left with three choices: 1) Spend a ton of money to design and build a completely new plane and radar system, even though they only need half a dozen at most. 2) Omit the AEWACS, and give up a major benefit of having spent so much money for cats and cables on your carrier 3) Just buy an American plane, since they have lots of carriers and thus have the expertise and economy-of-scale to produce an affordable and reliable plane for such a specialized role. The first two choices are obviously super stupid, which is why France chose to just buy American E-2 Hawkeye. Every country has its own needs and desires, and thus they will never pool their talents and money together the way the USA can. We saw it with France dropping out the Tornado project, the Eurofighter project, and we're seeing it again right now with France and the UK doing their own sixth gen projects instead of working together.
