Yeah, I don't use WhatsApp but you could try using a files explorer like ZArchiver on Android, and see if there's a saved cache copy of that picture, or download an alternative gallery app like that of Fossify and show hidden folders, or maybe it's in the trash bin. Or ask the user on the other end of the chat if they have a copy of the picture, of course.

Check if the picture was backed up in the cloud already via WhatsApp, or if it was saved on an inserted microSD card.

Did you delete the picture file itself or just the chat reference?

If the picture was ever in your phone, there is a possibility that, even if the image was deleted, it can be recovered. You can find "undelete" apps in the playstore/apple store, or if it was saved in an external card, you can turn the phone off, plug the sd card on your computer and use "Recuva".

Know that the more you use the phone, the least likely you can recover the files that have been deleted, specially if they are old files.
