How do I find people willing to do the work? I know there are forums dedicated to negotiating with people who have email data breach information, but I don't know the links. I also know of shady people offering such services on websites like Fiverr, but they all seem to be pajeets.

you need OSINT tools that are paid, it's too hard to find them for a nonnie like you and risky, if you want to, let me know where I can properly contact you and will tell you how to properly get some leads on your target with a public tool, though public tools aren't as good as paid ones, but sometimes they get the job done.

in these cases, what you mostly need to use is databreaches and whitepages, look for old usernames/aliases of the target you want and see if anything adds up, don't jump the gun though, you have to first look at the things you find and consider if they add onto the context of the person you want to get, it's hard to explain thru here since it can be moderated, but this is like the basics really
