I found this recent article that talks about the motivations of the government to deport nazis. It has some references you can lookup. But nothig about a formal declaration of war. Venezuela never formally declared war, What you're looking for the "Gaceta Oficial de Venezuela" edition #21638, the official newspaper where the Ministry of Foreign relations Acknowledged The warring acts of Germany and Japan, the other countries just took that as a declaration of war but you won't find any document as official as this oneSadly I couldn't find a higher quality version of the bottom right square that has it
