does everything? don't know
but I use libreoffice draw (often slightly changes the font) and edge's pdf editor to fill out forms and add comments.
I use the qpdf CLI tool to rearrange, merge and encrypt pdfs. I use poppler commands to convert pages to pngs for more involved editing.
