What was the history/reasoning behind this banner?

I can assume it was just a crappy old advert saying "Hey I live in [your area] too, wanna hang?" but why exactly was this one worthy/interesting enough to become a banner? Is this girl just a random girl or something similar to the "you can't learn Japanese" girl?

This is the oldest repost of it I've found. It's not likely the original, but it's less cropped than other versions I've found. The presence of the taskbar at the bottom leads me to believe that it's a real ad screenshotted from a webpage. It probably was chosen as a banner because it's funny.
Through pimeyes I've found a number of other photos of her from the same day hosted on stock image sites. She is a Thai woman at a graduation ceremony. The photos were taken by a photographer named Gina Smith. The photographs were uploaded on September 20, 2009.

I can find no reason to believe that she attained any fame or notoriety outside of this meme.

First of all, all the banners were made by anons. Moot hosted some threads and other semi-contest like content to get people to make them. Pretty much anyone who took the time to make them, got theirs posted. The community wasn't very big after all.

Joke explaination part 1:

the joke is anon is using an [anonymous proxy] to view the website, therefore the advertisement doesnt work propperly.

Joke explaination part 2:

the joke joke is that since anon is using a proxy, hes probably also posting/looking for cp or doing something else bad since there was absolutely no legitimate reason to be on 4chan with an anonymous proxy other than to cause mischief.
