Especially the introduction part! Niko just moves in a way similarly to the actual game, even if it's sprinting or walking. The software that comes into mind is adobe animate, but I don't think it's what he used to do it.

Just go to youtube and search for 'pixel art walk tutorial', you can also just download walk cycles sprites and copy the movement, and from there create all the other elements separately then you can compose them on aftereffects if your final goal is a youtube video

For pixel art most people do it on photoshop just >copy paste as you modify them a little (add a shortcut to toggle layers on/off and a miniview preview window) >export as png sequence to aftereffects >compose your scene using precomps >render for as youtube video

true, if you do on photoshop don't forget to check a tutorial for the setup, pretty sure you need to deactivate something like auto pixel interpolation or your pixel art is gonna be blurry/not gonna have sharp edges. i wouldn't reccomend psp if you want to do more animations long term, it's basically nudging it to do something it's not really meant to do. timeline feature gives me nightmares. i'd even reccomend krita more than psp for anim, but i've never tried pixel art on it
