Real simple would be just buying a new boot drive and starting over given your link is a whole new PC.Either way the repair guy is fucking you over big time.

Seems like ram issue. Remove one ram stick if you have 2 and try to boot. If same error try the other. If error persists test with another compatible ram stick.

If he's talking about Windows being corrupted and not the hard disk being busted, there's a good chance you can.Fix the cooling == blow dust out and then make sure all fans spin when it turns on.Hard disk corruption and Windows corruption is easiest to fix by reinstalling Windows after copying off any files you want.Also check the SMART status of the disk(s) using CrystalDiskInfo once you have Windows working. If it's red, the drive is cooked and you have to replace the part.
