What program was used to make this garbage? There's retro 3d modelling tools that could be used for this.

The creator is gemmynutz, but their youtube page didn't seem to mention anything about software.

I think it's safe to assume any of the most popular 3d modelling software out there.
You could make this in blender just as easily as in any other one.
Just because it has a unique art style doesn't mean it was created in a unique modeler.
But that's just a guess anyway.

I don't think the average sharty user has the skill to make something good from scratch. It's not impossible, but It feels unlikely.
