Pretty sure it was white, produced 1/1 red creatures tokens with either Landfall or something else coming into play that were either soldiers or warriors and gave everything else on your side +1/+1. Can't find it in card database site searches no matter how little I narrow the search.
There's a number of cards that make red Mercenary tokens, that can tap to give a single creature +1/+0. Might that be it? Search for "mercenary creature token" and you'll find them.
No, it definitely gave everything a static +1/+1 while it was in play, and had a triggered when something else comes into play effect.
