I've spent ~2 hours of painstakingly looking through all OVA releases from 1980-1999 to find this anime the name of which I forgot.
It's a Mahou Shoujo in a Fantasy setting. It is kind of a action based, but leaning more to the comedy side with only mild violence. It's neither super girly nor very ecchi. Kinda like Slayers but less hilarious and more moe. I would be very surprised if it was released after the year 2000.
The main protagonists are two girls, I think they were sisters, one a shoujo one a loli.
What I clearly remember is this:
When the loli casted a spell it was super moe: Lots of bubbles sprayed from her wand as she chanted: >Lululululululu!
I think I remember the loli's hair being green (or mby blue).

Pic related is from Megami Paradise (which is not what I'm looking for) but the style is similar. The shoujo in the pic could be the older sister, the "Lululululu"-bubble-sourcress was a true loli.

It is NOT an ecchi anime.
It is made for a teenage demographic, not for children.
I watched it with subs, idk if a dubbed version exists.
It's a little more detailed then Slayers and not quite as hillarious.
It's little less girly than Sailor Moon and the setting is more fantasy but the art is quite similar.

This might be a lead!

The transformation scene in Maho no Star Magical Emi is quite reminiscent this Bubble-magic. The art is also similar. I checked all the directors/writers imdb lists and everything from Pierrot but to no avail jet.
