A gigantic stretch but maybe one of you knows,I'm looking for a sort of game that didn't really have any real gameplay, just walking around a pixelated low fidelity sci-fi-eqsue city, sometimes encountering "creatures", sprites of varying near-humanoid shapes.A distinctive feature I remember is that the player's view was partly occupied by their character's arms (like in the mockup pic related), the arms would move up and down as the player moved around.
