Just download duckstation
Get bios files from here
https://emulation.gametechwiki.com/index.php/Emulator_files#PlayStation
Get silent hill from here
https://myrient.erista.me/files/Redump/Sony%20-%20PlayStation/
and bam put the bios files in duckstation and boot the room very easy
if you are looking for a guide or a original manual for the game trying checking on archive.org
