I recently finished watching Vampiyan Kids and I wish there was more of it, so if there's any other highly-cartoony anime with spooky/halloweeny elements please share it here.
It's alright if it lacks the latter since I know narrows it down to a negligible amount, just something light-hearted and highly stylized from or is reminiscent of the 2000's with kooky designs and fun animation similar to pic-rel. I know of Marie & Gali for example.

Not spooky but Yume no Crayon Oukoku is very cartoony and from 1997-1999. It was in what is now the Precure timeslot so you can guess the target audience, but it's basically a comedy show.

Gegege No Kitaro, the 2018 version anyways given how there have been like 5 different versions since the 1960s. it's a stylized anime that's all about yokai and sometimes western-type ghosts and monsters.

It's meant for a younger audience and is fairly light-hearted but like a lot of Japanese media it doesn't treat its audience like stupid babies so you got episodes that deal with suicide and death, but like I said most episodes are just your typical monster of the week and it's fairly light hearted
