I want a software which lets me do some layout plans for some local web design, but I want to be able to use it while offline, because I plan to use it mostly while not connected to the internet, so I was wondering if there are any free options.
I mean, I know I could just use some powerpoint/open office draw or even paint (like this image example), but I wonder if there are any tools which are for this, and if I click on a button it does some mock up example of what I want my local project to do.

bumping because the only ones I have found in google are online, or "free trial for X days" in the "free offline" ones.
