I know that it's AI turning the Jeff The Killer image into an anime girl, but I've seen people post fanart made by humans. I don't know her name or what she's called to find it on my own.

I don't think there is a name. It seems this AI image was made first then people redrew it because they thought it was cute. This is not a new concept where people will 'moeify' or 'gijinka' a character or concept, like Windows-tan or Corona-chan. I will henceforth dub this as Jeff-chan.
