As the title says. Was out with my folks today and my dad's phone was blown up with 20 calls in a row from 'card service' Indians. Already turned on silence unknown calls and blocked the numbers, but I'd genuinely hate if they fell for one of these things.

Don't you realize? It's by design. They don't want you to easily stop these scam calls. Especially for tech-illiterate older people, like your parents.

These scammers are most likely state-supported/approved. They give kickbacks and kick-ups to politicians, authorities and regulators. And those people stop apple, google, etc. from making an effective solution. It's disgusting. I hope they all go to hell.
