Without the birth time you have 24hrs of celestial movement. The rising sign and houses and moon will move quickly. The rest of the planets, no. So all you have to watch out for is if planet is right at the edge of changing signs, which isn't the case here.The houses, including the one of the Saturn/Venus conjunction, will definitely give more information but without them you can still read a chart without a birth time. The Mars/Pluto opposition to the Venus/Saturn conjunction will cause more difficulties in their love life but in a more violent/aggressive way

(although, this highly depends on what house it sits on, like if it was in 1st or something)
