The Air Force should just be a branch of the Army and the Marine Corps essentially an independent branch of the Navy. You have your mobile warfare and your more conventional/static warfare. Navy has to be more self-sustaining, and expeditionary forces are the same.

It's because of the Atomic Energy Commission. Technically, they started the programs. The Navy was the logical choice because they were the only branch of the military until the 60's and 70's that was actively working with nuclear reactors. Also, if you can keep water out, you can keep space out as well. There is a reason why the first 5 AEC Chairmen were all former Navy. I would also wager that it's partly because it's a good place to hide it

They just lump all this shit as Restricted Nuclear Data. The only government agency with stricter a classification structure and compartmentalization than the DoE is the US Navy. The soon to be Air Force was in charge of the Armed Forces Special Weapons Project, so they probably wanted to spread things around for security and espionage concerns. By that time, we already had definitive evidence the Russians had infiltrated the Manhattan Project.

Also, someone had to pay for it. Security classifications attached would make it impossible for you to do any of this without the government, which is why they hide in under the guise of Restricted Nuclear Data through the Department of Energy.
