People would think it's a drone or an alien or a demon or something. The NY state government would declare an emergency general area surrounding it would be evacuated. They'd fly some drones up there to check it out, and then probably some helicopters. What happens next depends on what the thing is determined to be. If it's totally benign like you suggest, then eventually people would be let back into whatever burrow it's floating over and it would become a tourist attraction. Plenty of people wouldn't go near it out of suspicion still, but people generally would think it was cool. Some nickname for it would be made up and stick and eventually it would end up on tshirts and coffee mugs. If whatever it is is dangerous then what happens next is more difficult to say. The federal government would try to get rid of it, either move it or destroy it. If they think it could be useful, they'd store it somewhere. That's all I can say.
