The npcs would be serving the exact same roles they do in video games. They are the enemies, the big lore characters, and the background nobodies that make the world look more alive. I don't think you ever really speak to npcs unless the encounter is heavily scripted in such a way that you can't really press them. Quick short conversations is about all you would be allowed to have before the game moves on. Think about the types of quick scripted interactions you may have with a cashier and thats all you would be allowed. They also would serve the purpose of slowing the player down and preventing them from reaching areas before they can load in. This usually happens on the road more then anywhere, but really anywhere travel is involved. The guy driving 10 under in perfect weather, the guy who insists on opening his scratchers at the front of the line(then buys more if he wins), the unholy slow pokes on planes that cause it to take 30 minutes to get off, etc. These things are so perfectly consistent in life and yet are such unreasonable things to do that surely no real person would do them. If you meet someone who only ever hinders/harms you or only is ever seen on TV, that's who I think the real npcs would be. Meeting an actual player you would get lots of variety and it would be very difficult to describe them. They would be that way because nobody wrote their story or assigned them personality traits. Think about your favorite characters in any work of fiction you can easily describe their entire personality and story. They have lots of "lore" because they were written to be interesting. A player likely wouldn't have a grandiose life because being a commoner is the most likely outcome for someone who isn't written into success.
