There are limits on hell. Let's say you have a 400 year quota. That diminishes the more pain you add. You could trade that for a few minutes of punishment. Or do the whole 400 for just poor clothes. You can send people to hell in other dimensions but it must be managed, and the quota. You must provide sweet stuff at intervals for the victims(stuff they'll enjoy). No hell goes on for infinity, laws of physics wouldn't allow it. About 40 years is the average hell length.
