All the planets/signs should basically be the same for the day (if the moon is close to changing it might change though since it can move like 13 degrees) However in terms of determining significance/influence the ascendant and houses are one of the primary interpretive things you don't have any access do, just don't look at those at all if you don't have birth time. You can still look at personal/outer planets, what signs they are in, and what aspects they have (which is still more than most people do with astrology) but you lose the ability to really get any clarity on what's actually emphasized, the nature of whether certain planets will be positive or negative, or in what topics things might actually show up.
