I'm pretty sure this idea has been brought up before, but you could make an SCP based on most modern Batman protrayals. Batman would be an SCP that destroys a city involuntarily.
He starts off fighting crime dressed as a bat, which seems harmless enough. But by doing that, the smartest people in the city want to defeat him. And they become insane supervillains. Batman has the ability of turning the smartest people in the city into insane supervillians.
Those supervillains cause death and mayhem. But no one can kill them. Because Batman has his "no kill" rule. He won't allow anyone else to kill these crazy guys. His dogmatic "no kill rule" is a form of insanity.
Batman is therefore an SCP with psionic powers; who causes unwilling destruction of the cities he inhabits.
I dunno, there's something there.

This has been repeatedly and explicitly countered and proven wrong.
So if you want to go by Batman portrayals, you dont get your SCP.
You have to make up shit in your own head to get there, which is fine, but it isnt authentic.
