Most of the time they stop those which is good for the glowie agency in question because it puts them stopping attacks in the public mind. Good for the individual agent involved because it always results in a promotion. Sometimes when they think it might benefit some larger agenda like causing chaos they can use to justify new laws they let the attack happen. I think they also sometimes just target random people to test new weapons.
