Yes, but the rub is that you can't go back any farther than when the machine was first activated, and if at any time it is deactivated, you cannot go back to that time of deactivation.

It was created in 1953, using an exotic "lump" of material from a crashed UFO. When this mass is exposed to certain high level vibrations (they used a large metal "turning fork" when I was a guard there in the 80s) it creates ripples that can send anything within a few feet of it to the point at which the machine was created.

One of the most amusing things they learned is that your body actually stays here, but your consciousness is inserted in a random person near the point of machine's location. Similar to that TV show "Quantum Leap", which I laugh about whenever I see it, since I'm absolutely positive it was soft disclosure.

They tried to influence who could be taken over through this, by putting scientists above ground in large numbers, but the radius of randomness isn't fully known. One time a traveler entered an old pensioner who lived 15 miles away from Dulce.

It's not known where the person's consciousness goes when a traveler temporarily overwrites it, but apparently the traveler can instantly travel back to his initial time by simply "willing" it.

You cannot travel into the future though, only the past. I was never told why or how that works (or doesn't).
