How does one meditate effectively?

What IS meditation exactly, the goals, the process, and the intended results?

To meditate is to wait for the answers to your queries to answer you from within or without yourself so that you consciously know, to try and absorb wisdom and power and peace of mind via means other than direct conscious study. You may use direct conscious study to aid the process but meditation includes an element of treating yourself like a receiver waiting for a signal.

Practice mindfulness meditation until you have control of your reward centers so that you can push down their scripted and reactive responses to your surroundings and ideas, and will instead react to your self-chosen thoughts. Seek to keep errant activity from the rest of your nervous system from interfering with the results, and use your quiet reward centers to feel for other people out there. Not your idea of them, not your imagination, but the real people out there; all thoughts influence all others, and so if you listen close you can feel your reward centers react to other people, their thoughts and wishes.

Practice until your reward centers activate in response to someone else's activating in a way you want. Practice until if yours reacts that means if it reacts more strongly that will drive up the related activity in someone else...and then drive the activity up. Find ways of motivating other people towards your goals from afar using your nucleus accubens and related structures.

Quiet the activity in your mind until it's so low on activity it's vulnerable to being imprinted with knowledge from others from Creation, and when you feel the discomfort of them imprinting knowledge on your mind, keep doing it. Don't stop until you get what you want, until destiny is fulfilled, until you're sacrificing major segments of your time and thoughts, memories and nervous system. Absorb promises from Creation they want you to make and use them to kill your brain cells, and as they die use the side-effects of that death to imprint more promises onto your other brain cells.

Creation will offer wisdom but at a price. Consider everything you're wishing for, and just how many brain cells you'd be willing to sacrifice for them. Let other people hold you hostage to your promises with the power to kill your brain cells if you don't. Program your mind to flee from the idea of killing necessary brain cells, open your mind to the idea of killing unnecessary brain cells.

Plant brain cells in yourself and others that give you many things you want, aid you in many ways, that you wouldn't dare part with, and make sure that among the things they do is pursue your desires. Blackmail the Heavens to pursuing your will by making the very cells that seek what you want are required for Creation to function. If The Almighty let's you, it will work, if not you're better off without it. Plant brain cells that pursue the last thing you were thinking, then cut off contact as much as possible, but let them interconnect with all of the brain cells of Creation through the loosh. Direct who you want more influenced, or design the cell so it'll do that anyway, and begone. Come back periodically if that's called for to do a system update on the cells, lol

Some would say it's the "deliberate focus of unconditional awareness" and that it's final form is just holding your awareness or even being aware of your own awareness

Others would say that mediation is any technique you use to achieve a mind clear of thoughts.

Relaxation, clearing the mind of thoughts, higher states of consciousness e.t.c.

Others say that meditation helps with doing magic, astral projection e.t.c.

Many people do many different techniques, for me my technique is holding an erect posture, relaxing all my muscles, breathing deeply and silently and ignoring thoughts.

Just focus on the breath, don't fight your thoughts let them flow but if you notice that they've taken you along return to the breath.

Also does anyone here have opinions as to the effectiveness of Bluefluke's third eye meditation, specifically pic rel as it seems to be a more complete version of the one in the book?

Become undistracted by the 6 senses (thought being one of them) and the 5 hinderances (sensory desire, ill-will, sloth-and-torpor, restlessness-and-worry, doubt). The most common technique is breathing, but there's also the Blood and Guys meditation which works surprisingly well. They way you do that is visualizing/examining all of your guts and gross bodily fluids and stuff one by one, though it can be quick and non-tedious. That helps break down distractions caused by perceiving your body as one thing rather than a bunch of stuff jumbled together.
Once you're in a tranquil undistracted state, you practice perceiving sunyata or the three marks of existence in all sensory perceptions. If you haven't got stream entry yet, use the Noting technique. This produces a powerful sense of relief from breaking attachment to low-level sensations that you didn't even know was there.
