An Earth encounter never made sense. You don't get a massive object up to high velocity just to slow it down again. You shed some of your mass in the form of construction vehicles or automated self-replicating systems that start exploiting resources, then allow the main mass to move to the next system.

If it's artificial it seems to have targeted Mars. It came from the direction of the Wow! signal, where there is a star 1,800 l.y. distant. If there was once intelligent life on Mars they may have detected non-natural radio emissions and sent the probe. From 1,800 l.y. away they have no idea there is technology on Earth.
Upon arrival, an automated probe would doubtless detect non-natural RF coming from the Earth. Watch for the release of sub-probes, as a change in trajectory for the main vehicle is likely impractical.

I think it was Angry Astronaut that speculated the 'wow!' signal was an emission from some kind of interstellar drive. This actually makes sense; it could have been a shock front from a compressed spacetime field around the object. That also explains why there was only a single emission. If it was a scanning pulse or communication attempt there is no reason to have a single pulse; more pulses would generate more accurate scan data.

Ceres' surface is more obviously rich though. Everything important about it can be ascertained by observing it at a distance;

If they know we're here, they know we're interacting with beings that have been here for a long time; whether those were related to whatever is controlling 3IA or not does not matter.

If you recall how contact is described in star trek, the vulcans show up when they detect mankind's first warp engine. 3IA is this event inverted. They're here performing the exact actions that we expect from a spacefaring civilization. Maybe they really are seeding our system, maybe it's performative. But either way it gives us a nudge to come out and say hello without disrupting our society directly.

This is possible because if 3IA's periapsis with Jupiter is lower than we think it can slingshot around it and shed 30-50km/s of its speed (with only gravity, no additional acceleration). Hypothetically it could also aerobrake and this would allow it to enter the inner and outer solar system on its first pass.
